AGGRAD GHANA – which stands for Advocacy for Good Governance and Rural
Development is a civil society organization that does research into governance and
analysis of public policies.
The New Patriotic Party is one of the major political parties in Ghana that has won
elections in the year 2000 under the president John Agyekum Kuffour and his vice
president Aliu Mahama. The party again won power in the year 2016 under president
Akuffo Addo and his northern partner Dr. Mahamadu Bawumia.
Mission: Founded on the 28th of July 1992, the Npp’s mission is to unite citizens in
the pursuit of freedom, justice and the perfection of human rights through true
democracy.
PHILOSOPHY
The New Patriotic Party (NPP) is a political party in Ghana that aligns with centreright and liberal conservative ideologies.
The NPP is a liberal democratic party.
MOTTO: Development in freedom.
In comparison of the New Patriotic Party with the American system of politics, NPP
aligns with the democrats whilst the NDC aligns with republicans. The sy

in America.
OBJECTIVES OF THE REPORT
AGGRAD Ghana, would like to investigate the contributing factors that lead to the
defeat of the NPP in the 2024 presidential and parliamentary Elections.
AGGRAD Ghana, would focus on seven (7) thematic areas in the research to
establish the actual causes of the defeat of the NPP.
The seven thematic areas are as follows;
The effects of attitude of parliamentary candidate, infighting
The effect of delegate system as provided by the party’s constitution
The effect of party executive at the national level, Regional and constituency
levels.
The effect of the presidential candidate present by the party.
The effect of the sitting president and governance effect on the flag bearer of
the NPP and government policies of tax.
Economic precedence of the NPP and their method of selecting candidate to
represent the party.

BEARER AND VICE PRESIDENT CANDIDATE FOR THE NPP
Before the year 2000, the then presidential candidate John Agyekum Kuffour in the
year 1996 presented Alium Mahama who then happened to be Dagbani from the
Northern region. John Agyekum Kuffour hailing from the Ashanti Region. In the
year 1996 the NPP lost the election. The NPP polled 2, 346.791 and the NDC had 3,
679,985.
In the year 1996 the NDC had 52.97 percent and the NPP had 33.78 recent.
In the year 2,000 the NPP under the same flag bearer Agyekum Kuffour and his
running mate Aliu Mahamah won the elections. The NPP had 3,631,263 which is
56.9 recent and the NDC had 2,750,124 = 43.1090 this is a situation where the New
Patriotic Party won Akan regions.

It is indicative that an Akan candidate presented by the NPP in the year 2,000 gained
more votes for the NPP.
This is not different from the Akan candidate like Nana Akuffo Addo who was
presented in the year 2016 the NPP had 169 seats as against 106 of the NDC. The
NPP had 5,761,321 which is 53.6 recent as against the NDC 4,800,737 44.66
recently the situation in the 2024 election was different as rather the NDC presen
Regions.
EFFECT OF THE BAWKU CONFLICT ON THE ELECTIONS
Unfortunately Dr. Bawumia happens to come from one of the two tribes where there
is ethnic conflict in the area Dr. Bawumia is a Mamprusi tribe which is fighting with
the Kusasi tribe. The effect is that majority of the Kusasi tribe did not vote for Dr.
Bawumia due to the ethnic conflict in the three Northern Regions.
Aliu Mahama was a Dagomba as against Dr. Bawumia a Mamprusi man. The
conflict in Bawku seriously affected the vote for the NPP in the Northern Region
because of the tribe of Dr. Bawumia.
THE EFFECT OF PUBLIC POLICIES AND TAXATION ON THE 2024
ELECTIONS.
EFFECT OF E-LEVY (ELECTRONIC LEVY)
According to the international Centre for Tax and Development 2022, Sulemana
2022. People argued that the E- levy would have an adverse effect on their
businesses. The E- levy charge would be additional expense against the income of
their businesses and thus, their profit would shrink.
This E- levy taxation on call mobile transaction which was introduced by the NPP
was met with strong resistance from the NDC and the general public.
The NPP failed to educate the general public on this electronics taxation hence was
not accepted by majority of Ghanaians.
90% of Ghanaians were against the E-levy therefore they did not vote in the 2024
election or voted against this government policy. The E- levy policy was one of the
reasons why the NPP lost the election since the tax policy was rejected by majority
: he prices of water in 2016 was 2 cedi’s. It now sells at 6 cedi’s in 2024. It is
indicative that the prices of goods and services actually affected the 2024 elections.
But for the intervention of the Gold for oil policy the prices of fuel would have goneup government beyond the current full price of 65 cedi’s per gallon of petrol and 70
cedi’s for diesel.
However in 2016 petrol was 14 cedi’s as diesel was 16 cedi’s that is about 500%
increase from 2016 to 2024 in terms of price changes in fuel prices.
Ghanaians actually called on government to reduce the prices of fuel or do away
with some of fuel taxes fell on death ears.
INFIGHTING AND CRACKS IN THE NPP, THE ALLAN FACTOR A
PRESIDENTIAL AND PARLIAMENTARY PRIMARIES
This infighting actually caused the NPP such that some old member of the party
broke away from the party due to the fact that as Mr. Allan Kyeremanteng put it
unfair treatment of his followers and that all those who declared support for him
during the presidential premaries were assaulted and dismissed from their work
place. This allegations by John Allan Kyeremanteg was not give attention by the
party leading to the resignation of Allan Kyeremanteng from the party. Mr. Allan
Kyeremanteng had 31.000 of the total votes but most of his supporters from the
Ashanti and Central Region voted for Allan or did not go out and to vote at all.
The party would have to deal with the infighting in the NPP going into the next
election insults from the Ashanti Region Chairman of the party. Chairman Antwi
Boasiako did not bring reconciliation to the NPP after the presidential premaries of
the NPP. The party should have formed a reconciliation committee to bring all back
EFFECT OF DECISIONS WHICH SERIOUSLY AFFECTED THE
FORTUNES OF THE PARTY – PERSONAL DECISIONS BY NANA ADDO
Some of the decisions taken by the president which actually affected the party are as
follows.
The decision to construct a National Cathedral.
The decision to increase fuel prices three days to the elections.
The decision to remove how John Peter Amewu as the lands and Natural
Resources Minister when he was dealing with galamsey effectively.
The decision to allow miners to destroy our river bodies and mine in
Ghanaians forest reserve.
THE ATTACK ON ERASTUS ASARE DONKOR ON MINING IN THE
FOREST – AKONTA MINING.
The decision not to prosecute the corrupt cases under the NDC and his
government as promised by Nana Addo in his campaign.
The decision to some of his appointees where he should assisted in the prosecution
punish of those caught on camera in the galamsey expose by Ana’s Aremeyaw Ana’s
– after he has promised to adopt the Ana’s approach in dealing with corruption in
his campaign.
THE DECISION TO CONSTRUCT A NATIONAL CATHEDRAL
It was one of the worst decision taken by Nana Addo which was met with serving
opposition and that Ghanaians seriously spoke against it but the president did not
stop with the construction of the national cathedral.
A huge amount of alleged 58 million dollars and foundation of the construction of
the national cathedral. In the year 2019 the Supreme Court had to dismiss a llenging the decision of NANA ADDO to use tax payers money for the construct
of the national cathedral. The suit was filed by Kwabena Bomfeh (Kabila) of the
CPP.
The suit by Kwabena Bomfeh among other thongs sought the declaration that the
building of the national cathedral and state in development in the Muslim prig image
to mecca was unconstitional but his case was dismissed by the Supreme Court.
THE DECISION OF THE PRESIDENT TO MAINTAIN THE FINANCE
MINISTER KENN OFORI ATTA
For the first time in the history of Ghana, law makes from the making party openly
called for the resignation of the furnace mister for non-performance.
Lawyer Andy Appiah Kubi speaker on behalf of ninety law makes why called for
the chis missal of the tenancy minister but, that action failed. This is after 80 of the
MP openly called for the remodel of ken Ofori Atta as the minister. Nana Addo did
not hasten to his nonparty people and Ghanaians.
A CALL FOR THE RESIGNATION OF BANK OF GHANA GOVERNOR
In august 8th 2023 the NDC called for the resignation of the governor of bank of
Ghana. Dr. Forson from office due to the depreciation of the cedi’s but Nana Addo
kept him there till date.
Ghanaians therefore voted against certain decision of the president NANA ADDO
but not Bawumia as candidate.
The decision by the government head by Nana Addo to collapse banks liked Gh
Bank, Capital Bank UNI-Bank etc. created unemployment and hooping
RECOMMENDATION
The advocacy for good governance and rural development is therefore reminding
that.
The NPP should go back to the convention of choosing an Akan candidate
and a Christian to lead the party and nominate an Muslim vice presidential
candidate as has been the case. Preferably Dagbani vice candidate.
EXPANSION OF ELECTORAL PROCESS
It is also recommended that the article 5, 11, and 12 of the NPP constitution
should be amended to allow all the NPP supports and sympathizes to vote to
elect presidential and parliamentary candidate. The further expansion of the
election of the delegate’s executives and parliamentary candidate and
presidential candidate. This will deal with vote buying and imposition of
those who can pay, but not the competent and committed ones who can help
implement the policies of the party.
The re – introduction of the people assembly to discuss with the general
public the policies and programs of the party.
CONCLUSION
In conclusion the major cause of the defeat to the NPP has to do with the neglect of
it party strongholds, being the Ashanti region the Region was promised five
interchange that is Anloga duration sane interchange and other places in the Ashanti
Region but the government failed to deliver on these promises only to see NANA
ADDO commissioning major projects in the greater Accra and volte Region etc.: KEJITIA PROTECT
The neglect of the Kejitia Protect and Krofrom Market is also one of the reasons
why Kumasi Business men and women decided not to come out to vote.
The failure by government to stop illegal miming in one forest and river bodies also
contributed to the defeat of the NPP. The Ashanti regional chairman was linked to
these illegal mining in the forest although these was shown by the joy news team by
Erastus Asare Donkor on which was described as Akonta Mining. The chairman
went ahead to show Gold on his television which angered Ghanaians. Also some
government officials were lead to the illegal miming activities by this joy news team.
A national demonstration by UTAG and other any civil society organization raised
red flag on this issue but government failed to deal with this issue of galamsey
leading to the destruction of our river bodies like Akobrah, River Affor, River Pra
and ODA. The arrest and prosecution of some of these demonstrations did not go
drown well with most of Ghanaians.
FINALLY THE ECONOMIC HARDSHIP
One of the major reasons why the NPP was defeated. Most of the Ghanaians had so
much expectation in the NPP to manage the economy better but the cedi depreciated
from 4.7 Ghanaians cedi’s to sell at 16.5 as of elections in 2024. This coupled with
taxes like E-levy and betting, tax culminated to the defect of the NPP.
It is also worth northing that the candidature of Dr. Bawumia as a Mamprusi man as
against the Kusasi is not healthy for the NPP as the ethnic conflict between the
Kusasi and the Mamprusi did not help, majority of Kusasi did not to vote for the
NPP.
Most of the northern Region voted in favour of the NDC due to ethnic con

that also cased the defeat of the NPP.
RECOMMENDATIONS / SUGGESTIONS
The NPP should do away with the monetization of the election of parliamentary
candidate and presidential candidate and allow all party member of the NPP to
participate in the election of the presidential and parliamentary candidates for the
party this should be expanded in the election of all members.
If the right candidate is elected by the party the NPP will win the elections in 2028 If the right candidate is elected by the party the NPP will win the elections in 2028.
