Five Arrested Over Illegal Water Connections in Ashanti Region as GWL Intensifies Crackdown

In a decisive move to clamp down on illegal water connections, Ghana Water Limited (GWL), Ashanti South Region, in partnership with the Kumasi Central Police Service, has arrested five individuals suspected of unlawfully tapping into the water distribution network.
The arrests, conducted earlier today, form part of GWL’s broader strategy to curb Non-Revenue Water (NRW) losses, enhance operational efficiency, and promote equitable access to water resources across the region.
According to GWL officials, the five suspects were apprehended after failing to honor surcharges issued for their alleged illegal water connections. The total surcharge amounted to GH₵31,803.97. Following their arrests, three of the suspects have since settled their dues, paying a total of GH₵11,515.00. However, two individuals remain in police custody as they are yet to comply with the payment requirements.
GWL has raised alarm over the increasing incidents of illegal connections, noting that such activities are severely impacting the company’s revenue streams and undermining efforts to expand and maintain critical water infrastructure. Non-Revenue Water, which includes losses through theft, leaks, and unauthorized connections, remains a pressing challenge for the utility provider.
“Illegal connection and siphoning of water have become rampant in the Ashanti Region, contributing significantly to Non-Revenue Water,” management stated. “Our continuous collaboration with the police and engagement with the media are vital steps toward eradicating this menace.”
Acting Regional Chief Manager of GWL, Madam Innocentia Kuupiel, commended the Central Police administration for their swift and effective support in executing the operation. She expressed optimism that the arrests would serve as a powerful deterrent against future illegal activities.
“We are deeply grateful to the police for their professionalism and dedication. This joint operation demonstrates that illegal connections will not be tolerated, and offenders will be held accountable,” Madam Kuupiel said.
The arrests were carried out at several locations across the Ashanti Region, including Denyame, Dakodwom, Kwadaso Estate, and Santasi Apire — areas where illegal water siphoning had been previously reported.
In a bid to bolster its fight against illegal activities, GWL is encouraging residents to report any suspicious water connections. The company has established a dedicated hotline, 055 677 9028, for whistleblowers. Residents who provide verified information leading to the discovery of illegal connections are eligible for rewards. GWL has assured the public that all reports will be treated with the strictest confidentiality.

GWL reaffirmed its commitment to sustaining collaboration with the Ghana Police Service and other stakeholders to ensure the protection of water resources throughout the Ashanti Region. The company reiterated that it will leave no stone unturned in ensuring that individuals engaging in illegal water connections face the full rigors of the law.
