“Dumsor Levy Is a Scam” – Concerned Youth Coalition Slams Government

The Coalition of Concerned Youth (CCY) has condemned the newly introduced Dumso Levy by the NDC-led government, describing it as a deceptive and unfair financial policy that targets ordinary citizens, especially young people.
At a press conference held in Kumasi today , Executive Director of the group, Mr. Richard Mensah, expressed deep dissatisfaction with the government’s decision to impose the Dumso Levy without a clear implementation timeline or relief plan. He argued that the levy is a classic case of “robbing Peter to pay Paul,” accusing the government of transferring the burden of its failures onto the shoulders of struggling Ghanaians.
“This levy is not just insensitive — it is an outright betrayal of trust,” Mr. Mensah stated. “At a time when Ghanaians are battling with high cost of living, increasing water and electricity tariffs, and joblessness, this new levy only adds to the pain.”
He questioned the government’s moral authority to introduce such a policy, especially after several of its top officials had strongly opposed the previous administration’s controversial Electronic Levy (E-Levy). “How can those who condemned the E-Levy with so much passion now introduce a levy that has even fewer justifications and more devastating consequences?” he asked.
Mr. Mensah noted that the Dumso Levy is already having ripple effects in the transport sector, with commercial drivers being forced to reduce fares despite rising operational costs. “How are drivers expected to survive when fuel prices are up, spare parts are expensive, and now there’s a new levy to cover poor energy management?” he lamented.
The Coalition has also called on the general public, especially those who previously demonstrated against the E-Levy, to rise again and demand accountability from the current administration. “We are not going to sit back and allow this deception to continue. If we do not speak up now, the government will continue to take Ghanaians for granted,” Mr. Mensah warned.
He further challenged President John Mahama and Energy Minister Dr. Kwame Agyeman to honor the energy-related promises they made during the 2024 campaign period. According to him, failure to do so could spark nationwide protests spearheaded by the youth.
“We’re giving the government fair warning. Fulfill your promises or face the consequences. The youth are wide awake and ready to act,” he concluded.
