Youth Activist Urges Mahama to Introduce Ministerial Performance Scorecard to Enhance Accountability

A prominent youth activist, Umar Harris, has called on former President and NDC flagbearer, John Dramani Mahama, to institute a comprehensive performance scorecard for all ministers should he be elected in the upcoming general elections.

Speaking on Orange FM’s political talk show on May 22, 2025, Mr. Harris emphasized the urgent need for a well-defined performance evaluation framework that includes clear Key Performance Indicators (KPIs) and measurable benchmarks to monitor the effectiveness of each ministry.

According to him, the scorecard will serve as a critical tool for President Mahama to:

  • Objectively assess the output and impact of ministerial work,
  • Identify areas of strength and weakness,
  • Make informed decisions regarding ministerial appointments and reshuffles,
  • And ultimately promote transparency, accountability, and efficiency within government operations.

“This initiative will not only strengthen governance but also boost public confidence in state institutions,” Harris said during the interview. “Ghanaians deserve a leadership structure that holds its ministers to measurable standards and rewards performance while addressing inefficiencies.”

His call comes amid growing public concerns over the instability in Ghana’s energy sector, which has sparked renewed debates about leadership competence and sectoral oversight.

Mr. Harris urged Mr. Mahama to take swift and bold steps in adopting the performance scorecard if given the mandate, stressing that such a move will position Ghana on the path to sustainable development and democratic accountability.

“The youth are watching, and we are demanding results, not rhetoric,” he added. “It is time for our leaders to walk the talk and implement systems that truly work for the people of this great nation.”
