Excavator Seizures Wasteful Without Policy – NDC’s Reuben Jabari Calls for Reform and Dialogue

Reuben Solomon Jabari, Branch Chairman of the National Democratic Congress (NDC) in Island City, has called for a more constructive and economically beneficial approach to the seizure of mining equipment, particularly excavators.

Speaking on the issue, Mr. Jabari criticized the previous New Patriotic Party (NPP) administration’s handling of seized excavators, saying that allowing the machinery to rot unused represents a significant loss of potential revenue and infrastructure.

“The seizure of excavators without a proper plan is not the solution,” he stated. “The government and local assemblies can rather impose structured fines and generate revenue, rather than letting the equipment go to waste.”

He recommended that the Minerals Commission take charge of administering such fines in a transparent and accountable manner.

Sharing a personal account, Mr. Jabari revealed that three of his excavators were seized during the NPP’s anti-illegal mining operations and have since been left to decay, despite the possibility of their productive use or proper regulation.

While making it clear that he does not condone illegal mining, Mr. Jabari emphasized the importance of education and awareness, urging the Minerals Commission to conduct sensitization programs for local miners to promote responsible practices within the sector.

Looking toward long-term reforms, Mr. Jabari proposed a two-year phase-out of alluvial mining in favor of more sustainable rock mining techniques. He argued that this transition, if managed properly, could provide environmental benefits while still supporting livelihoods.

He also called on the government to issue a white paper outlining clear guidelines and policies on the seizure and management of mining equipment to avoid further chaos and waste. According to him, such a document would be a key step in aligning stakeholder expectations and ensuring consistent enforcement.

Mr. Jabari concluded with a note of caution and collaboration, advising the NDC not to repeat what he called the “mistakes of the NPP” if it returns to power. He urged all political actors and institutions to work together with government bodies to create a practical roadmap for managing small-scale mining responsibly.
