The Deputy Superintendent of Police (DSP) Emmanuel Osei, who doubles as the Bibiani Divisional Commander of the Motor Traffic and Transport Department (MTTD), has once again distinguished himself through his relentless commitment to road safety and public welfare in the Bibiani Municipality of the Western North Region. His latest partnership with the Western North Regional Driver and Vehicle Licensing Authority (DVLA), led by Mr. Mawuli Duddi, has resulted in the successful registration and licensing of over 150 motorcyclists — a major step toward promoting responsible riding and reducing road traffic offenses in the area.

According to Mr. Duddi, the Western North Regional DVLA Manager, the three-day working visit to Bibiani, held from Monday, October 13 to Wednesday, October 16, 2025, was initiated and facilitated by DSP Emmanuel Osei. The objective was to ensure that all motorcyclists within the municipality acquire genuine riding licenses to operate legally and safely. “This initiative was championed by DSP Emmanuel Osei, the Divisional MTTD Commander for Bibiani, who has shown outstanding leadership and commitment to road safety. It is through his vision that this collaboration was made possible,” Mr. Duddi emphasized.

 

He further appealed to vehicle owners and operators to ensure that only certified and licensed riders are entrusted with their vehicles. “Safety on our roads begins with discipline and compliance. It is the responsibility of vehicle owners to verify that their drivers or riders are duly licensed and trained before handing over vehicles to them,” he added.

 

DSP Emmanuel Osei’s leadership in the area of road safety is not new. In 2022, he spearheaded a similar collaboration with the DVLA that successfully secured licenses for over 150 tricycle riders. His proactive initiatives have contributed significantly to promoting lawful ridership and ensuring that transport operators adhere to safety regulations.

 

Beyond licensing, DSP Osei’s efforts have also focused on enforcing traffic laws and holding offenders accountable. In 2022 alone, his leadership led to the collection of over GHC 20,000 in court fines from various traffic violations, followed by GHC 23,000 in 2023. These fines, imposed on drivers and riders who flouted road regulations, served as both punitive and preventive measures — sending a strong message against reckless driving and helping to instill discipline among road users in Bibiani and its surrounding communities.

 

Under his watch, Bibiani has witnessed a rapid increase in the number of tricycles and motorbikes, which play a critical role in transportation and local commerce. However, the accompanying challenges of rider indiscipline, accidents, and disregard for traffic rules have required proactive and innovative responses. DSP Osei’s approach, combining education, enforcement, and collaboration, has proven highly effective in addressing these issues and improving road safety standards across the municipality.

 

His tireless commitment and integrity have not gone unnoticed. The Bibiani community, impressed by his track record and dedication, has begun calling on the Ministry of the Interior and the Inspector-General of Police (IGP), Mr. Christian Tetteh Yohuno, to consider promoting DSP Emmanuel Osei to the rank of Superintendent. Many residents and stakeholders believe his promotion would not only be a recognition of his outstanding service but also serve as motivation for other officers to emulate his example of professionalism and public-centered policing.

 

Community members describe him as a “true servant leader” whose actions have brought tangible benefits to the people. Through his efforts, roads have become safer, drivers more disciplined, and the relationship between the police and the public has strengthened significantly. His leadership has demonstrated that effective policing is not just about enforcement but also about education, engagement, and partnership with the community.

As Bibiani continues to benefit from his visionary leadership, DSP Emmanuel Osei stands as a shining example of commitment, integrity, and innovation in law enforcement.
