
President of the Republic of Ghana, His Excellency John Dramani Mahama, has commissioned one High Commissioner and four Ambassadors-designate to represent Ghana abroad, charging them to pursue a results-driven diplomatic agenda focused on trade expansion, investment attraction and tourism promotion.
The commissioning ceremony took place on Monday, February 9, 2026, at the Jubilee House in Accra, in accordance with Article 74(1) of the 1992 Constitution. As part of established diplomatic practice, the Envoys took the Oaths of Allegiance, Office and Secrecy before officially assuming their responsibilities.

The Envoys commissioned were Alhaji Said Saleh Sinare as Ambassador-designate to the Kingdom of Saudi Arabia; Lt. Col. Al Hajj Umar Sanda Ahmed as Ambassador-designate to the Republic of Mali; Mr. Kofi Attor as Ambassador-designate to the Republic of Cuba; Mr. Emmanuel Opeku as Ambassador-in-situ; and Mrs. Regina Appiah-Sam as High Commissioner-designate to the Republic of Malta.
Addressing the Envoys, President Mahama highlighted the rapidly evolving international system, shaped by geopolitical tensions, shifting economic alliances, technological disruption and the growing impact of climate change. He urged the Envoys to place Ghana’s national interest at the centre of their engagements and to use diplomacy as a strategic tool to support national development.

The President stressed that the Key Performance Indicators for Heads of Mission remain a critical framework for measuring impact and effectiveness, noting that diplomatic postings must deliver measurable benefits to the country. He tasked the Envoys to actively promote Ghana as a preferred destination for tourism and investment, facilitate innovation and strategic partnerships, and uphold accountability and professionalism in all official dealings.
President Mahama emphasised that the success of Ghana’s foreign missions should be reflected in tangible outcomes, including job creation, increased trade volumes, enhanced investment flows and the strengthening of sustainable bilateral and multilateral partnerships.

On behalf of the newly commissioned Envoys, the Ambassador-designate to the Republic of Mali, Lt. Col. Al Hajj Umar Sanda Ahmed, expressed profound gratitude to the President for the confidence reposed in them. He assured the President and the people of Ghana that the Envoys would serve with patriotism, diligence and unwavering commitment, working to protect and enhance Ghana’s image and interests abroad.
The ceremony was attended by the Vice President of the Republic of Ghana, Professor Jane Naana Opoku-Agyemang; the Chief of Staff, Honourable Julius Debrah; the Deputy Chief of Staff, Honourable Nana Oye Bampoe Addo; the Minister for Foreign Affairs, Honourable Samuel Okudzeto Ablakwa, MP; the Deputy Minister for Foreign Affairs, Honourable James Gyakye Quayson, MP; as well as other senior government officials.

The commissioning of the Envoys underscores the government’s renewed focus on leveraging diplomacy as a catalyst for economic growth, international cooperation and sustainable national development.
