MiDA to Lead Ghana’s Agricultural Revolution Under Grow24 Using Proven MCC Blueprint

The Millennium Development Authority (MiDA) is taking center stage in Ghana’s renewed push to transform its agricultural sector, as it assumes a strategic leadership role in the implementation of the government’s newly unveiled Grow24 initiative.

Grow24, a major agricultural policy under the broader “24hr+” national development vision, was recently launched by President John Dramani Mahama with the aim of modernizing farming, ensuring food security, and promoting agro-industrialization. Central to the policy is the Volta Economic Corridor, a transformative project expected to irrigate over two million hectares of land and unlock the country’s full agricultural potential.

Speaking in an exclusive interview, the Chief Executive Officer of MiDA, Mr. Alexander Kofi-Mensah Mould, confirmed the Authority’s commitment to deploying lessons and models from its successful implementation of the $547 million Millennium Challenge Corporation (MCC) Compact to accelerate progress under Grow24.

“MiDA has the institutional memory, technical expertise, and infrastructure experience to deliver on national development priorities,” Mr. Mould stated. “What we built under the MCC Compact—especially in agriculture, land reform, and infrastructure—serves as a solid foundation for the scale and ambition of Grow24.”

He emphasized that MiDA will not just support the initiative but will serve as a national coordinating agency, overseeing the planning, execution, and delivery of strategic projects tied to agriculture, land development, and rural livelihoods.

Under the MCC Compact, MiDA led several groundbreaking programs, including the $189 million Agriculture Project. One of the highlights of this project was the Land Tenure Facilitation (LTF) Activity, which addressed long-standing land ownership challenges by improving land documentation and tenure security. These efforts made it easier for farmers and investors to access land and invest in productivity-enhancing activities.

Mr. Mould said MiDA will build upon these successes by integrating modern land preparation technologies, precision irrigation systems, and improved crop production methods into the Grow24 framework. He revealed that large-scale land clearing, contour leveling, and irrigation engineering are already underway in targeted zones.

“These systems are being designed with sustainability in mind,” he noted. “We’re deploying context-specific, climate-smart technologies that will enable farmers to produce more with less water and labor, and in a way that preserves the land for future generations.”

The Volta Economic Corridor, seen as the crown jewel of Grow24, is expected to boost Ghana’s food production capacity, reduce import dependency, and open new markets for export-oriented agribusiness. According to Mr. Mould, MiDA’s role is to ensure that this ambitious vision is backed by solid technical and operational systems that can deliver results.

He added that MiDA’s renewed mandate will see it collaborate with local governments, traditional authorities, private investors, and farmer associations to ensure inclusive and impactful implementation.

“Grow24 is not just a government project—it’s a national movement to transform how we produce, process, and profit from agriculture,” Mr. Mould emphasized. “MiDA is honored to be at the forefront of this change.”

As Ghana moves forward with Grow24, stakeholders believe that MiDA’s track record and commitment to excellence offer a strong guarantee that the country’s agricultural future is in capable hands. The integration of proven MCC approaches, adapted for local realities, could mark the beginning of a new era of prosperity for Ghana’s rural economy.
