Coalition of Concerned Youth Describes Dumsor Levy as “Robbing Peter to Pay Paul”

The Coalition of Concerned Youth (CCY) has launched a scathing critique of the National Democratic Congress (NDC) government’s newly introduced Dumsor Levy, describing it as a policy that amounts to “robbing Peter to pay Paul.” The group contends that the levy places an unjust financial burden on ordinary Ghanaians, particularly the youth, at a time when they are already grappling with rising costs of living.

Speaking at a press briefing today,, Executive Director of the Coalition, Richard Mensah, questioned the rationale behind the introduction of the Dumso Levy, especially in the wake of recent increases in utility tariffs. “We question why the government is increasing water and electricity tariffs while introducing this new levy to directly affect we the youth in the country,” he said.

Mr. Mensah noted that it was hypocritical for some current government officials who had vehemently opposed the Akufo-Addo administration’s Electronic Levy (E-Levy) to now support a similar financial measure under their own leadership. “It’s shocking to see those who criticized the E-Levy now turning around to impose an even worse burden on the people,” he added.

The CCY leader further criticized the government’s handling of energy issues, stating that the levy is a deceptive scheme that could further exacerbate economic hardship. “This Dumso Levy is nothing short of a scam. It is forcing commercial drivers and transport operators to lower their fares despite increasing fuel and maintenance costs,” he argued.

In a strong appeal, Mr. Mensah called on civil society organizations, media, and all Ghanaians who previously opposed the E-Levy to rise again and speak out against the Dumso Levy. He warned that if the government fails to retract the policy and uphold its campaign promises, especially regarding stable electricity supply, nationwide demonstrations would be inevitable.

“We challenge President Mahama and the Energy Minister to live up to their campaign promises. If not, the youth of this country will be left with no option but to pour onto the streets,” he declared.
