DRAFT INCEPTION REPORT FOR ASHANTI
REGION

Enthusiasm and a sense of purpose that I address you
today on the presentation of the Draft Inception Report for
the Skills Gap Analysis in the Ashanti Region and the
culmination of the capacity building program. This
initiative represents a pivotal moment for Technical and
Vocational Education and Training in Ghana.
First of all let me take the opportunity to express our sincerest
gratitude to UNICEF especially Mr. Osama Makkawi who is the Country
Rep and his team, for their unwavering support in this initiative and their
unwavering support in funding this project. I also commend Step
Innovations Africa Limited for their diligence and expertise in
developing this report. Your commitment underscores the critical role
of collaboration in shaping the future of skills development in Ghana.

This report comes at a time when Ghana is determined to align its
workforce with the demands of an ever-evolving global economy. The
Ashanti Region, as highlighted, is not onlya hub of economic activity but
also a beacon of potential for industrial growth and youth
empowerment. Yet, the challenges identif ed-such as skills
mismatches, underutilized trainiing opportunities, and gaps in industry
linkagesdemand our immediate attention and action.
To our Regional Director, Engr. Richard Addo-Gyamf j your commitment to
advancing TVET education in the Ashanti Region is commendable. The
progress we are seeing today is a testament to your formidable leadership.
To the Principal of Kumasi Technical Institute, Mr. Kingsley Osei, thank you
for your leadership and for hosting this important event. The success of
programs like this depends greatly on the dedication of institutions like
Kumasi Technical lnstitute.
Key Highlights and Strategic Importance
The f hdings presented in this report offer a comprehensive
view of both the supply and demand sides of skills in the
Ashanti Region. From formal TVET institutions to the vast
informal apprenticeship systems exemplif ed by hubs like
Suame Magazine, the breadth of data captured highlights the
dynamic yet complex TVET landscape.

Particularly noteworthy is the emphasis on the
Recognition of Prior Learning (RPL) system, which
bridges informal and formal TVET, empowering artisans
with certif bations that enhance employability and
entrepreneurship. Similarly, the focus on Competency-
Based Training and strengthening partnerships between
TVET institutions and industries aligns with our vision of

As the Ghana TVET Service, we remain resolute in
addressing the gaps identif ed. This report not only
serves as a diagnostic tool but as a roadmap for
transformative action. Together with stakeholders, we will:
Enhance Infrastructure and Resources: By prioritizing
investments in state-of-the-art facilities, training tools,
and qualif ed instructors, we aim to elevate the quality of
training across institutions. Foster Industry Partnerships:
Collaboration with the private sector is key to ensuring
the relevance of TVET programs to industry needs.
Empower Informal Training Systems: Recognizing the
signif tance of hubs like Suame Magazine, we will
integrate more support structures and certif tations to
uplift informal sector training.
Strengthen Gender and Inclusion Policies: Addressing
disparities in enrollment and access, particularly for
women and disadvantaged groups, will remain at the

provides a foundation upon which we must build
actionable solutions. I urge all stakeholders-policy
makers, educators, industry leaders, and development
